Pakenham Upper is a rural suburb located south-east of Melbourne in the Shire of Cardinia local government area, north of Pakenham.

Pakenham Upper is located on the traditional Aboriginal land of the Kulin tribe. The Boon Wurrung people are the Kulin nation’s local custodians. The name derives from Sir Edward Pakenham and the suburb’s location north of Pakenham’s main town.

In 1913, the Gembrook South post office (1882) was renamed Pakenham Upper, a forerunner of the current name.
